The programme is designed to allow highly skilled people to migrate to the United Kingdom to look for work or self-employment opportunities. The HSMP is different from the work permit scheme because you do not need a specific job offer in the UK to apply. The HSMP visa permits you to take up employment or to be self-employed, and you do not need permission to change your employment. You will need to show that you can support yourself financially in the UK while you find work without recourse to public funds.

It is different from business routes such as the innovators scheme or other business categories because you do not need a detailed business plan; you do not need to create jobs; and you do not need to invest in the UK .

 
The HSMP is a points-based immigration scheme. Points are scored in five main areas and it is mandatory to have a good knowledge of English. You will need to obtain a minimum of 75 points from the following 5 scoring areas:
 
  • Points for age if you are under 32 years of age (5 – 20 points)
  • Educational qualifications (30 – 50 points)
  • UK Work Experience (5 points)
  • Previous Earnings (4 – 45 points)
  • MBA from a specified business school - (75) points 
 
Initially the HSMP visa will be granted for a period of 24 months. After the initial two years you can re-apply to remain. The visa will then be extended for a further three years. After 5 years as a Highly Skilled Migrant you can apply for permanent residence (Indefinite Leave to remain).
 
Qualification:
  • 50 points PhD
  • 35 points Masters Degree (eg MA, MSc or MBA) or Professional Level Qualification (eg Chartered Accountant)
  • 30 points A Bachelors Degree (eg BA, BSc)
  • 0 points None of the above

  • 5 points UK Qualification
  • 0 points No UK Qualification
 
Earning Power:
5 – 45 points depending on your past earnings

MBA Provision:
75 points if you have an MBA from one of the following Universities , and have graduated since 2 December 2004. If you meet this requirement and the following requirements you will automatically gain enough points:
 
  • proficient in English
  • you can support yourself without claiming benefits from the Government
  • you have no criminal record
  • you have never been declared bankrupt
